How to Vote in Brazilian Elections While Living in Spain
Voting in Brazilian elections while living in Spain is a right — and for those between 18 and 70 years old, it's also an obligation. Everything can be done 100% remotely without needing to visit the consulate to transfer your voter registration. However, on voting day itself, you must vote in person.
Elections 2026: What You Need to Know
The general elections of 2026 have a first round on October 4 and a second round, if necessary, on October 25. The following positions will be elected: president, governors, senators, federal deputies, and state deputies.
The deadline for transferring your voter registration abroad ended on May 6, 2026. Those who did not transfer before this date cannot vote in the October elections — but they can regularize their situation for future elections.
How to Transfer Your Voter Registration Abroad
The process is entirely online and does not require a visit to the consulate. Everything is done through the TítuloNet system of the TSE (Superior Electoral Court).
Step-by-step:
- Access TítuloNet at tse.jus.br
- Log in with your CPF and password (or create an account if it's your first time)
- Select "Transferência de domicílio eleitoral" and choose "Exterior"
- Provide the country of residence (Spain) and the nearest consulate
- Upload the requested documents digitally
- Track progress through the system
The processing is carried out by the Cartório Eleitoral do Exterior, headquartered in Brasília — consulates do not process electoral requests.
Where to Vote in Spain
Election sections operate at the Brazilian consulates' headquarters. In Spain, the consulates with election sections are:
- Madrid — Consulate-General of Brazil in Madrid
- Barcelona — Consulate-General of Brazil in Barcelona
- Seville — Consulate of Brazil in Seville
- Las Palmas de Gran Canaria — Consulate of Brazil in Las Palmas
The exact location of the election sections is announced by the TSE and the Ministry of Foreign Affairs close to the election date. Check the Madrid Consulate website for updated information.
Required Documents for Voting
On voting day, bring:
- Voter's title (digital via the e-Título app) — or your voter registration number
- Photo ID: Brazilian passport, DNI (for Spanish naturalized citizens), or Brazilian driver’s license (CNH)
- The Spanish NIE/TIE is not accepted as identification for voting — use a passport or DNI.
Regular Electoral Situation: How to Verify
Before the elections, check if your situation is regular through the app e-Título (available on Android and iOS) or via TSE's self-service portal.
An irregular situation can occur due to failing to vote in previous elections without justification. To regularize: access TítuloNet and pay any outstanding electoral fines (the amount is symbolic — check with the TSE for the current value).
Who Is Required to Vote
Voting is mandatory for Brazilians between 18 and 70 years old. It's optional for:
- Young people aged 16 to 17
- Those over 70 years old
- Illiterates
Those who do not vote and fail to justify their absence can have their voter registration canceled and be prohibited from obtaining a passport, public documents, or receiving salaries from public positions.
Justifying Absence for Voters Abroad
If you cannot attend on election day, you can justify your absence. For those living abroad, justification can be made:
- Via the e-Título app (up to 60 days after the election)
- In person at the consulate on the same day of voting by presenting documentation that proves inability to attend
