Empadronamiento in Spain: What It Is, Why It's Needed, and How to Do It

The empadronamiento is one of the first procedures you should undertake upon arriving in Spain, regardless of your type of visa or immigration status. Without it, access to basic services such as public health care and school for children is blocked.

What Is Empadronamiento?

To empadronar-se means to register your address with the Padrón Municipal — the residents' registry maintained by each city's municipal government (ayuntamiento).

It is an administrative record, not a legal document of residence. Any person living in Spanish territory has the right and obligation to be registered, regardless of whether they are a European citizen, have a long-term visa, or are in an irregular situation.

What Is It Used For?

The empadronamiento opens access to a series of services and rights:

• Public Health (Social Security): This is the document required to register at a health center and get a family doctor.
• Public School for Children: Mandatory for enrollment.
• Renewal of TIE and Other Foreigner's Office Procedures
• Access to Municipal Benefits (aid, discounts on transportation, etc.)
• Proof of Residence accepted by banks, consulates, and other authorities
• Voting in Municipal Elections (after a certain number of years of legal residence)

Who Can Be Empadronado?

Anyone living in a property in Spain — whether owned, rented, or provided. There is no requirement for a visa or residency permit to register. Tourists with very short stays (less than 3 months) generally do not need it, but those who plan to stay should register as soon as possible.

How to Do It

The process is carried out in person at the Ayuntamiento (municipal government office) of the municipality where you live. In large cities like Madrid and Barcelona, it is also possible to schedule online.

Step-by-Step:

1. Check if your ayuntamiento requires a prior appointment — consult the official website of your city's municipal government.
2. Gather the necessary documents (see below).
3. Go to the ayuntamiento (or Junta Municipal de Distrito, in Madrid).
4. Fill out the registration form at the service counter.
5. Receive the volante de empadronamiento — the proof of registration.

Service is usually quick. In some cities, everything can be done in one day without an appointment.

Required Documents

The documents vary slightly by municipality but generally include:

For the main applicant:

• Valid passport (or NIE/TIE if already obtained)
• Proof of address where you live (see below)

For minors:

• Passport or birth certificate
• The same documents as those applying with them

Attention: Some municipal governments accept only formal rental contracts (with registration). Check your city's ayuntamiento website before going.

Volante de Empadronamiento

Upon registering, you receive the volante de empadronamiento, which is the official proof. It has a validity of 3 months for most purposes — after this period, an update may be necessary.

You can request a new volante at any time from the ayuntamiento or, in many cities, through the online municipal government portal.

Updates and Cancellations

If you move to another address within the same municipality or to another city, you need to update your empadronamiento at the new ayuntamiento. The previous registration is automatically canceled when a new one is made.

If you leave Spain permanently, cancellation is not mandatory but can prevent future correspondence and municipal record issues.
